# Industrial Policy and Post-COVID19 Economic Transformation in CARICOM **Source:** Shridath Ramphal Centre Trading Thoughts – February 2023, by Alicia Nicholls (SRC, UWI Cave Hill) --- ## Key Context - In May 2020, Joel K. Richards argued COVID-19 gave CARICOM an opportunity to "reclaim" industrial policy - Three years later, CARICOM is taking concrete steps toward a community industrial policy as mandated by the **Revised Treaty of Chaguaramas (RTC)** - At the **33rd Intersessional Meeting** (Belize, March 1-2, 2022), CARICOM Heads of Government recognized "the urgent need" for a community industrial policy strategy - **Suriname** given lead responsibility for industrial policy in CARICOM quasi-cabinet - **44th Regular Heads of Government Conference** (The Bahamas): CSME consolidation dominated the agenda - CARICOM entering its **50th year** of existence ## Industrial Policy: Global Context - Industrial policy fell out of favour in 1980s-90s but is back in vogue post-COVID-19 - **UNCTAD (2018) definition:** "a package of interactive strategies and measures aimed at (i) building enabling industrial systems (infrastructure, financial systems) and productive capacity (including assets, technology and skills), and (ii) supporting the development of internal and export markets" - **UNCTAD World Investment Report 2018:** 101 developing and developed economies adopted formal industrial policies in the preceding decade - Advanced economies now adopting industrial policy again (e.g., **US CHIPS and Science Act 2022** for semiconductors; **EU Industrial Strategy** for green/digital transition) - Historically, CARICOM countries drew on **Sir W. Arthur Lewis'** industrialization-by-investment model (FDI via fiscal incentives) - Modern industrial policy extends beyond growth/jobs to include **sustainability, SDGs, digital transformation, and global value chain integration** - Must operate within **modern global trade rules and financial regulations** that didn't exist when advanced economies were developing ## Industrial Policy in the RTC - RTC (adopted early 2000s) includes industrial policy under **Chapter Four** (sectoral development) - RTC mandates the goal of community industrial policy should be: > "market-led, internationally competitive and sustainable production of goods and services for the promotion of the Region's economic and social development" - Industrialization encompasses **both manufacturing and services industries** - RTC framers emphasized **sustainability** — aligned with **SDG 8** (decent work/economic growth) and **SDG 9** (industry, innovation, infrastructure) - **Ministerial Task Force on Industrial Policy** to be chaired by Suriname; technical working group mandated to develop and implement policy ### RTC's Nine Objectives for Community Industrial Policy: 1. Cross-border employment of resources 2. Linkages among economic sectors 3. Promotion of regional economic enterprises 4. Establishment of a viable MSME sector 5. Enhanced and diversified production of goods and services 6. Enhanced production on an environmentally sustainable basis 7. Balanced economic and social development, bearing in mind needs of disadvantaged countries, regions, and sectors [... additional sections omitted for brevity ...] --- 📄 Full source: https://www.caricomstats.org/E-CISTAR/2023/02/24/industrial-policy-and-post-covid19-economic-transformation-in-caricom/

Jamaica’s unemployment inches up to 3.7 per cent as Melissa fallout continues - Jamaica Observer Construction workers in Westmoreland fix the roof of an establishment that was destroyed during the passage of Hurricane Melissa. # Jamaica’s unemployment inches up to 3.7 per cent as Melissa fallout continues Jamaica’s unemployment rate stood at 3.7 per cent in April, up from 3.3 per cent in April 2025, according to the latest Labour Force Survey (LFS) released on Tuesday by the Statistical Institute of Jamaica (STATIN). This means that the employed labour force declined by 1.8 per cent in April 2026 relative to April 2025 as the fallout from Hurricane Melissa continues. For the April 2026 survey, STATIN said it continued to deploy an abridged version of the standard LFS questionnaire in selected enumeration districts across the western parishes of St Elizabeth, Westmoreland, St James, Hanover, and Trelawny. These parishes continued to experience disruptions following the passage of Hurricane Melissa which made landfall on October 28 last year. STATIN explained that the use of the shortened questionnaire enabled the ongoing estimation of core labour market indicators; however, some of the usual indicators could not be produced for the quarter. The highlights of the survey are as follows: -A total of 1,418,800 persons were employed, a decline of 25,700 individuals. – The number of unemployed persons was estimated at 55,000, up from 50,000. – The total number of persons outside the labour force was estimated at 681,900, an increase of 20,500. STATIN outlined that in April 2026, the labour force totalled 1,473,900 individuals. The male labour force fell by 7,300 to 781,900, while the female labour force declined by 13,200 to 692,000. The overall labour force participation rate was 68.4 per cent relative to 69.3 per cent in April 2025. Significantly, employment among males declined by 1.1 per cent to 761,000, while the number of employed females fell by 2.5 per cent to 657,900. There were 158,700 employed youth, a decline of 9.1 per cent compared to April 2025. The male unemployment rate was 2.7 per cent and the female unemployment rate was 4.9 per cent, both reflecting an increase. The number of youth who were unemployed increased to 21,000 from 19,600, resulting in a youth unemployment rate of 11.7 per cent. {"jamaica-observer":"Jamaica Observer"} Survivor details 48 hours under rubble in Venezuela CARACAS, Venezuela (AFP) — Andrea Canonico focused on her breathing to stay calm as she lay trapped under a building that had crumbled during the two ... {"jamaica-observer":"Jamaica Observer"} World’s oceans break June heat record — EU monitor PARIS, France (AFP) — The world's oceans just experienced their hottest June on record and could set fresh highs in the months ahead as El Niño and cl... {"jamaica-observer":"Jamaica Observer"} Thousands march to demand illegal migrants leave South Africa DURBAN, South Africa (AFP) -- Thousands of people marched across South Africa on Tuesday to demand the departure of undocumented foreign nationals aft... {"jamaica-observer":"Jamaica Observer"} Daley wants greater attention paid to men’s mental health Opposition Spokesperson on gender, the elderly, and persons with disability, Denise Daley, wants greater attention to be paid to men’s mental health. ... {"jamaica-observer":"Jamaica Observer"} Daley calls for national femicide registry Opposition Spokesperson on Gender, the elderly, and persons with disability, Denise Daley is calling for the establishment of a national femicide regi... {"jamaica-observer":"Jamaica Observer"} Jamaica economy contracts 4.1% in first quarter KINGSTON, Jamaica — Jamaica’s economy contracted by 4.1 per cent in the first quarter of 2026, a less severe decline than earlier preliminary estimate... {"jamaica-observer":"Jamaica Observer"} Struggling small businesses urged to use Gov’t’s insolvency regime KINGSTON, Jamaica — Small business owners struggling to meet their financial obligations are being urged to take advantage of the options available u... {"jamaica-observer":"Jamaica Observer"}

# JABA Gets Timely Backing for Crucial Qualifiers ## Key Facts - **Upcoming Matches:** Jamaica faces The Bahamas (Friday, Nassau) and Canada (Monday, Ontario) in final Group B games of the first round of Americas Qualifiers - **Current Standing:** Jamaica sits **second in Group B** with **6 points** — two behind leaders Canada, level with Puerto Rico and The Bahamas - **Qualification Scenario:** Top three advance to final round; Jamaica needs **one win** OR Puerto Rico to lose both remaining games - **Ultimate Goal:** FIBA World Cup 2026 in Qatar - **Costs:** Overseas fixtures run into the **millions** (flights, accommodation for players from USA, Europe, Asia) ## Key Sponsors - **Bob and Rita Marley Foundation** — Anchor partner; easing burden of player movement from Europe and worldwide - **Jamaica Tourist Board** — Covering costs into Canada; partnership for brand visibility ## Player Boost - **Norman Powell** (33) returns — NBA champion and All-Star, had career year with Miami Heat - Previously helped Jamaica reach this stage during August Americas Pre-Qualifiers - Coached by **Rick Turner** ## Key Quotes > "It's been difficult, to some extent, but some of our partners have stepped up. We have our anchor partner, who is the Bob and Rita Marley Foundation who is always there with us — so that has eased some of the burden in terms of the movement of the players from Europe and from other parts of the world." > "We're looking forward to the leadership from Norm. As you know, apart from his skill set he brings a certain level of energy and focus to the team so we're looking forward to his participation for this window." > "We're still focused on getting to the World Cup next year in Qatar. One win and that takes us to the phase to play against South American countries and Central American countries like Panama, Argentina, Uruguay. Just to get to that phase would be a remarkable achievement — but we don't want to stop there." > "We want to go to the ultimate of qualifying for the World Cup, which should completely change the landscape of local basketball and how basketball is viewed. We're looking forward to achieving that milestone and to contribute to the growth and the progress of basketball in Jamaica." ## Context - Jamaica failed to secure final-round berth earlier this year after losses to The Bahamas and Canada at the National Indoor Sports Centre - These are Jamaica's first away games since opening campaign vs Puerto Rico (Nov 28 & Dec 1 in San Juan) - Next qualifying phase would involve South American and Central American teams (Panama, Argentina, Uruguay) --- *Note: The remaining content in the source consists of unrelated news briefs (Morocco World Cup, DR Congo, Venezuela port, agriculture, athlete investments, police curfew, JN Foundation scholarships, forex rates) — not relevant to the main article.*

Ding Dong leads Rock representation at 2026 BET Awards - Jamaica Observer From left: YG Marley, Selah Marley, and Zion Marley onstage at the recent BET Awards.. # Ding Dong leads Rock representation at 2026 BET Awards LOS ANGELES, United States — As the entertainment industry gathered to celebrate black excellence at the 2026 BET Awards, Jamaican dancehall proudly had a seat at the table through international hitmaker Ding Dong, who stood as the night’s leading representative for the genre. While reggae and dancehall continue to influence music, fashion, and culture worldwide, representation at premier events like the BET Awards and BET Experience remains vital. Visibility creates opportunities—not only for artists, but also for the executives, producers, media personalities, and creatives working to elevate Caribbean culture on the global stage. Also representing the Caribbean throughout BET Awards weekend were media executive and CODA Founder & CEO Lexi Chow, comedian and media personality Pretty Vee, producer DJ Mac, and Crash Dummyy. Reggae was also represented through the Marley legacy as YG Marley, Selah Marley, and Zion Marley joined an all-star tribute honouring their mother, Lauryn Hill, who received the inaugural Living Legend Icon Award for her extraordinary contributions to music and culture. The Caribbean’s presence extended beyond Jamaica, with Trinidadian actor Rob Riley also attending, highlighting the region’s growing influence across music, film, television, and entertainment. For Jamaica, Ding Dong’s appearance carried particular significance. As one of dancehall’s most recognisable global ambassadors, his presence ensured the genre remained visible on one of entertainment’s biggest stages. “Representation is about more than walking a red carpet,” said Chow. “It’s about building relationships, opening doors, creating opportunities, and making sure Caribbean talent has a voice in the global entertainment industry. As black culture continues to shape the world, the Caribbean has always been a driving force behind that influence. Moments like the BET Awards remind us that showing up, being present, and occupying these spaces truly matters.” CODA Founder & CEO Lexi Chow walks the step and repeat. Ding Dong captures the moment. # $3.5m for False Imprisonment — Jamaica Observer ## Security Guard Awarded Damages After 15-Day Police Detention Without Explanation ### Key Facts - **Plaintiff:** Raymond Campbell, security guard/head guard at a security firm - **Defendant:** Government of Jamaica (represented by Attorney General) - **Judge:** Supreme Court Justice Tara Carr - **Award:** **$3.5 million** in general damages plus interest at **3% per annum** (Feb 12, 2019 – June 12, 2026) - **Basis:** Tort of false imprisonment — unreasonable length of detention, not malicious prosecution - **Incident Date:** September 1, 2016 - **Legal Representation:** Catherine J Minto (Campbell); Janoi Pinnock, instructed by Director of State Proceedings (AG) --- ### Background & Incident - Campbell was head guard assigned to a new residential development at **Innswood Estate, St Catherine**. - Police arrived asking for the contractor; Campbell directed them to another gate. An officer became **"belligerent"**, and Campbell walked away to call the project manager. - Campbell admitted under cross-examination he **refused entry** to officers, but claimed this was after they became **"boisterous and disrespectful."** - Officers entered through another gate, searched 7–8 people including Campbell, then entered a building on site. - Police had **no search warrant**. They returned with a firearm and took Campbell and other guards to **Spanish Town Police Station**. - Campbell was charged with **illegal possession of firearm and ammunition**. - He remained in custody for **two weeks without bail**, granted bail on **September 16, 2016**. - Case concluded **May 30, 2017** — prosecution offered **no evidence**. - Campbell incurred legal fees and lost wages during custody. ### Police Account - A police witness observed **"a bulge"** in Campbell's waistband and informed a colleague. - The bulge disappeared after Campbell returned from a building on the premises. - Officer told Campbell his suspicions; Campbell **resisted** and refused to accompany him. - Officer searched a cupboard in the room and **found the firearm**. ### Court Findings **Arrest was lawful — reasonable and probable cause existed:** > "I find and accept that [cop] had reasonable and probable cause to arrest the claimant on suspicion of the offences of illegal possession of firearm and ammunition. There is no denial that a firearm was found and no denial that the claimant was present at the premises on the day in question." - Justice Carr noted **no warrant was required** for indictable firearms offences under the Firearms Act. - Neither cop acted **"maliciously"** — reasonable and probable cause existed for arrest and detention. - **Malicious prosecution claim failed.** **Detention period was unlawful — false imprisonment:** > "The claimant was taken into custody on September 1, 2016. There is no explanation that has been provided as to the reason he was not charged until September 5, 2016. Further, there is no evidence that prior to his court date of September 16, 2016, that he had been given an opportunity to be heard on the issue of bail." > "The length of time that the claimant remained in custody from his arrest until he was brought before the court far exceeds 24 hours. There being no explanation provided by the defendant as to the circumstances surrounding the delay in having the claimant brought before the court, there is no evidence that can be examined to lead me to make a finding that it was reasonable." > "The actions of the police officers on September 1, 2016, were lawful; however, the detention of the claimant for a period of 15 days deprived him of an opportunity to have a court enquire into his suitability for bail. That lengthy period of detention in the absence of an explanation was unreasonable in the circumstances." ### Key Legal Principles - Police had **lawful grounds to arrest** (firearm found, indictable offence, no warrant needed). - **Malicious prosecution** claim failed — reasonable/probable cause existed. - **False imprisonment** claim succeeded — detention far exceeded the **24-hour legal limit** without bail hearing. - Government provided **no explanation** for the delay in bringing Campbell before court. - Damages awarded specifically for the **protracted delay**, not for the arrest itself. --- ### Timeline | Date | Event | |------|-------| | Sept 1, 2016 | Arrest and detention | | Sept 5, 2016 | Formally charged | | Sept 16, 2016 | Granted bail | | May 30, 2017 | Prosecution offered no evidence; case concluded | | Feb 12, 2019 | Interest accrual start date for damages | | April 27 & June 12, 2026 | Trial dates before Justice Carr | | June 2026 | Judgment: $3.5M awarded |

In a statement issued by MVP Track & Field Club President Bruce James, the organisation said Francis is under the care of a team of medical professionals but declined to disclose details of his condition, diagnosis, treatment or prognosis, citing privacy concerns. “Stephen Francis has devoted his life to the development of athletics in Jamaica and has helped shape the careers of Olympic, World Championship and national athletes while making an enduring contribution to the growth and success of the sport in Jamaica and internationally,” the statement said. National Stadium track certified by World Athletics, says Grange - Jamaica Observer The National Stadium ahead of Grand Slam Track in April. 2025. (Photo: Joseph Wellington) # National Stadium track certified by World Athletics, says Grange The National Stadium track has been duly certified by World Athletics. Sport Minister Olivia Grange made the announcement Tuesday during her contribution to the Sectoral Debate in the House of Representatives. The installation of the black, green and gold track was completed in March 2025 but questions lingered as to whether times recorded on the track would be recognised by the world governing body in the absence of certification. Grange told the Parliament on Tuesday that, “I now have the duty to quote from a correspondence which we recently received from World Athletics. The message included some technical language, but I will just read the sentence that we are all waiting to hear – ‘all synthetic surface field test measurements comply with World Athletics requirements’”. “This means that the National Stadium track — the beautiful and unique black, gold and green track — is certified. The Class One facility certification means that the record setting times that can now be run on our modern track will be fully recognised,” she added. -Lynford Simpson {"jamaica-observer":"Jamaica Observer"} Venezuela quake survivors seek food, shelter as toll rises to nearly 2,000 CARACAS, Venezuela (AFP) — Tens of thousands of people desperately sought food and shelter in Venezuela on Tuesday after the two earthquakes killed ne... {"jamaica-observer":"Jamaica Observer"} LeBron James to leave Lakers to play 24th NBA season LOS ANGELES, United States (AFP) — NBA superstar LeBron James will return for an unprecedented 24th season but not with the Los Angeles Lakers, a move... {"jamaica-observer":"Jamaica Observer"} Haaland scores winner to send Norway into last-16 Brazil clash ARLINGTON, United States (AFP) — Erling Haaland scored a late winner as Norway set up a last-16 showdown with Brazil at the World Cup after taming the... {"jamaica-observer":"Jamaica Observer"} Author Onecia Gayle launches historical novel celebrating George Stiebel’s legacy KINGSTON, Jamaica — Emerging author Onecia Gayle officially launched her debut novel, Cream of the Crop: The Boy, A Dream and A Jamaican Legend , on S... {"jamaica-observer":"Jamaica Observer"} NSWMA boosts fleet with four new water trucks KINGSTON, Jamaica — The National Solid Waste Management Authority (NSWMA) has added four new water tenders to its fleet as the Government continues ef... {"jamaica-observer":"Jamaica Observer"} New York All White Jerk Fest to celebrate Jamaican culture during America’s 250th anniversary of independence On July 4, the United States marks its 250th year of independence. KFC set to open restaurant near Mary Brown’s Corner in 2027 - Jamaica Observer A KFC restaurant in Jamaica # KFC set to open restaurant near Mary Brown’s Corner in 2027 KFC is set to open a new restaurant in the vicinity of Mary Brown’s Corner on Constant Spring Road in St Andrew, local operator Restaurants of Jamaica (ROJ) has confirmed. ROJ plans to open the new KFC outlet in the first half of 2027 as part of its ongoing expansion strategy. Responding to queries from Observer Online, KFC Jamaica Brand Manager Andrei Roper confirmed that the area is among the company’s planned expansion locations within the Kingston Metropolitan Area. “We are continually seeking opportunities to expand our footprint within the Corporate Area and we can confirm that this area of Constant Spring Road is among those locations within the KMA region currently in our plans for expansion,” Roper said. According to Roper, the location was selected to improve access to the brand in an area experiencing sustained population growth. “We saw an opportunity to improve access to our brand within a very well populated region of the Corporate Area, one which continues to see ongoing residential expansion and with it, increased customer demand. Our aim is to deliver more convenience and a better customer experience for our customers not just in this area but across the country,” he said. State Minister for Commerce and Member of Parliament for St Andrew North Central, Delano Seiveright, had disclosed plans for the new KFC outlet at the official launch of Jetour Jamaica’s showroom at Mary Brown’s Corner last month, describing it as a major development for the area. Roper said the project is a significant investment for the company, although he did not disclose its monetary value. “This site represents a major investment in infrastructure, equipment, technology, and people – and is another testament to our long-term commitment to employment creation and serving the community,” he said. The new restaurant is expected to create approximately 50 jobs when it opens. Customers can also expect a modern, full-service outlet featuring multiple ordering options, including drive-thru, delivery and self-service kiosks. Roper said the new location forms part of ROJ’s long-term growth strategy, which includes expanding its restaurant network, upgrading existing locations, investing in technology to improve operational efficiency and customer experience, creating employment opportunities, and supporting communities across the island. KFC has 45 outlets across the island, the latest being its very first restaurant in the eastern parish of St Thomas. {"jamaica-observer":"Jamaica Observer"} Serena beaten at Wimbledon in first singles match in four years LONDON, United Kingdom (AFP) — Serena Williams' bid for a fairytale return to Wimbledon was shattered by Australia's Maya Joint as the American legend... {"jamaica-observer":"Jamaica Observer"} Forex: $158.51 to one US dollar KINGSTON, Jamaica — The United States (US) dollar on Tuesday, June 30, ended trading at $158.51, up by 30 cents, according to the Bank of Jamaica’s da... {"jamaica-observer":"Jamaica Observer"} NEPA launches Junior CEO video competition for high school students KINGSTON, Jamaica — In an effort to deepen awareness among Jamaican students about the importance of sustainable development, the National Environment... {"jamaica-observer":"Jamaica Observer"} New sports hall and throws area to be constructed adjacent to Stadium East – Grange Jamaican athletes competing in the throws events will soon benefit from the construction of a facility dedicated to their respective discipline. Teen charged after alleged rampage in Oracabessa — cop, cabbie among targets - Jamaica Observer File photo # Teen charged after alleged rampage in Oracabessa — cop, cabbie among targets KINGSTON, Jamaica — A 17-year-old is facing several charges after he allegedly injured a man in a gun attack before shooting at a policeman in Oracabessa, St Mary, earlier this month. Reports from the Port Maria Criminal Investigation Branch (CIB) are that about 10:30 pm, the teen allegedly went to the home of a man with whom he had an ongoing feud. During the visit, an argument escalated into a physical confrontation, during which, it is alleged, the teen withdrew a firearm from his waistband, pointed it at the man, and opened fire, hitting him in the arm. An off-duty policeman reportedly intervened to defuse the situation, but the teen allegedly pointed the firearm at the cop and fired several shots in the lawman’s direction. Fearing for his life, the cop reportedly returned fire at the teen, who then allegedly made his escape in a Toyota Probox after ordering the driver, at gunpoint, to take him to another location. Sometime afterwards, the teen turned up at hospital suffering from gunshot wounds to the abdomen. He was treated and released into police custody. Following a question-and-answer session conducted in the presence of his attorney, the teen was charged with wounding with intent with the use of a firearm (two counts), possession of a prohibited weapon, unauthorised possession of ammunition, shooting with intent, using a firearm to commit a felony, unlawful detention, assault at common law (two counts), using a firearm to commit a first schedule offence, and being a part of a criminal organisation. {"jamaica-observer":"Jamaica Observer"} NASA vows to send ball to the Moon if US wins World Cup WASHINGTON, United States (AFP) — NASA's chief on Tuesday tried to rally Team USA players in this year's World Cup tournament, promising to send a soc... {"jamaica-observer":"Jamaica Observer"} KFC set to open restaurant near Mary Brown’s Corner in 2027 KFC is set to open a new restaurant in the vicinity of Mary Brown’s Corner on Constant Spring Road in St Andrew, local operator Restaurants of Jamaica...
